It addresses both. Section 3 (b) (1). Increases the transfer tax for NFA items to $500 per transfer and AOWs to $100 per transfer, with rate to be indexed to inflation going forward.
Also, Section 3 (c) adds semi-automatic pistols chambered for cartridges normally considered rifle rounds configured with receivers commonly associated with rifles and capable of using detachable magazines to NFA items as a special category. So 5.56, .300 AAC BO, and any other "normally considered rifle rounds" turn that pistol (regardless of OAL, barrel length, use of a brace, whatever) into an NFA item.
