I saw where Abbott was quick to hammer ERCOT (a lot of us were) but in later digging the Texas Railroad Commission really dropped the ball. Even now in the after action reviews the Railroad Commission has not enforced the proper and necessary winterization of the NG distribution lines. ERCOT is an easy target and the Railroad Commission is happy to stay out of the spotlight.
If you pay attention you will see that the PUC dictates how Natural gas is distributed.. and NG was the issue. ERCOT was dealing with the power it had left.. thank your NG supplier. Wind was a fraction of the power to be used so when Abbot said that was the reason he was wrong.
ERCOT could probably increase their reliability if they so choose to by connecting to some of the other ISO/RTOs via AC power lines vs high voltage DC. The HVDC is good for tie flows but does not offer frequency support for the grid in the event of generation plants coming offline or unable to be started in an emergency. Will be interesting if they change how they interconnect with the rest of the "grid" in the coming years.
The state needs to start adding power plants. In the last 5 years I know of three power plants in my area alone that have either completely shutdown or moth-balled operations. @Silverback is right - the drastic rise in commercial and residential demand has way out paced the state's ability to provide power. Because we are in such a temperate climate (overall) there really is not a huge movement towards efficient construction at this time. Slowly that is changing but not fast enough to offset the growth difference.
The local nuclear plant near me is supposed to be doubling from 2 to 4 reactors. That will be done just as soon as the energy prices and Sierra Club make it worth the $$$$$$ investment.
. I personally wouldn't hang my hat on too many more nuclear units being built in the next decade, which was one of my reasons for getting out of nuclear and into the regulated utilities side of the power industry.

No app required. I'm gonna get one for the spouse. I don't need one.
