Based on just the facts - in the states who have adopted it previously, millions have been spent to save a few thousand dollars. Now the opinions: Penny wise - pound foolish. If it makes you feel good about yourself thats great, but that money should go to fixing the issue not compounding it.

Probably a mix of the oil bust finally catching up and a lack of natural disasters this year. Horrible as it sounds; floods and tornadoes keep the rebuilding process going in Texas. The major corporations moving to North Texas have protected the DFW area from the decline in new home sales and over all construction.
