Biggest issue I have seen with the handling of rape cases (civilian/ military/ college) is that the people handling it make the biggest difference. I have seen some military commands fry the career of anyone in the building when it happened and I have seen some commands sweep the whole thing under the rug before transferring out the "alleged victim". Baylor is a sad example of college rape cases where the administration is getting caught looking the other way. The embarrassing part is that the local Waco PD helped sweep the cases away - that local PD had been going down hill for a while.
